While carpooling programs have the potential to decrease the number of vehicles on the road, their reliance on voluntary participation and technology could lead to limited effectiveness. As compared to alternatives that leverage infrastructure improvements or incentives for public transport, carpooling alone may not significantly alleviate traffic congestion on the A1 motorway. Moreover, the lack of stringent measures to encourage usage could result in minimal participation rates.
